Requires all firearm sales at gun shows to comply with the National Instant Criminal Background Check System (NICS) before completing the sale, with sellers permitted to charge a fee equal to the cost of obtaining the background check

Creates a Class A misdemeanor offense for knowingly selling a firearm at a gun show without conducting a background check or without maintaining a record of the sale

Requires gun show promoters to provide written notice to local law enforcement at least 30 days before a gun show, including the date, time, and place of the event

Makes gun show promoters criminally liable (Class A misdemeanor) if they negligently permit firearm sales without proper background checks, or fail to arrange for a licensed dealer to conduct checks on private sales

Exempts sales to peace officers and persons licensed to carry a handgun from the background check requirement; the law takes effect September 1, 2025, with the advance notice requirement applying to shows held on or after October 1, 2025
