Establishes distinct penalty thresholds for marijuana concentrate possession: Class B misdemeanor for 10 grams or less, Class A misdemeanor for 10-20 grams, state jail felony for 20 grams to 1 pound, third degree felony for 1-10 pounds, second degree felony for 10-400 pounds, and first degree felony for over 400 pounds

Sets delivery penalties for marijuana concentrate: Class B misdemeanor for 1.5 grams or less without remuneration, Class A misdemeanor for 1.5 grams or less with remuneration, state jail felony for 1.5 grams to 1 pound, with escalating felony charges for larger amounts

Requires the weight of marijuana concentrate to be calculated excluding adulterants or dilutants, and directs the director to adopt rules for determining concentrate amounts in mixed products

Applies only to offenses committed on or after September 1, 2025
