Requires the Texas Commission on Environmental Quality (TCEQ) to send copies of air quality permit applications for concrete batch plants to local governing bodies in municipalities with populations over 2 million that lack zoning regulations, or in unincorporated areas of counties with populations over 4.5 million

Prohibits TCEQ from issuing permits for concrete batch plants (wet batching, dry batching, or central mixing operations) until at least 31 days after the local governing body receives the application, unless the governing body approves it sooner

Gives municipal or county governing bodies the authority to reject concrete batch plant permit applications, which would prevent TCEQ from issuing the permit if rejection notice is received within the 30-day review period

Applies only to permit applications filed on or after September 1, 2025; applications filed before that date remain subject to prior law
