Requires licensing entities that receive complaints about health care practitioners licensed by a different entity to promptly forward a copy of the complaint to the appropriate licensing entity

Prohibits a licensing entity from taking disciplinary action against a health care practitioner licensed by a different entity unless that practitioner's licensing entity refers the complaint back for investigation and resolution

Applies only to complaints filed on or after the effective date; complaints filed before the effective date remain governed by prior law

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise becomes effective September 1, 2025
