Grants civil liability immunity to federal firearms licensees and congressionally chartered veterans service organizations that enter into "firearm hold agreements" with individual gun owners

Defines a firearm hold agreement as a voluntary arrangement where a licensed dealer or veterans organization temporarily takes possession of an owner's firearm, holds it for an agreed period, and returns it according to the agreement terms

Veterans service organizations must comply with federal firearms licensee storage requirements to qualify for the immunity protection

Immunity does not apply in cases of unlawful conduct or gross negligence by the licensee or organization

Takes effect September 1, 2025, and applies only to causes of action arising after that date
