Creates the Climate Change Impact Assessment Council to study climate change effects on the health, safety, and welfare of Texas residents

Council composed of 11 members: 2 senators appointed by the lieutenant governor, 2 House members appointed by the speaker, and 7 public members jointly appointed with expertise in climatology, the state economy, land management/natural resources, and tourism

Council must assess current and potential climate change effects on residents, natural resources, public health, and the economy; estimate costs of adverse effects; research measures to prevent or mitigate flooding, erosion, drought, and wildfires; and recommend legislation

Council required to hold public hearings across the state and submit a report to the legislature by January 1, 2027

Council members must be appointed by December 1, 2025; the council is abolished and the Act expires September 1, 2027
