Updates the baseline International Residential Code for municipal residential building standards from the May 1, 2012 version to the May 1, 2018 version

Updates the baseline International Building Code for municipal commercial building standards from the May 1, 2012 version to the May 1, 2018 version

Creates an exception for agricultural buildings and structures, which will continue to be governed by the older May 1, 2012 versions of both the International Residential Code and International Building Code

Applies to construction, remodeling, alteration, enlargement, or repair projects that begin under agreements made on or after January 1, 2027

Requires municipalities to establish rules and take necessary implementation actions by December 1, 2026, with the act taking effect September 1, 2026
