Requires the Texas Commission on Environmental Quality (TCEQ) to accept written public questions about aggregate production facilities and concrete batch plants until 15 days before public hearings, and to notify TxDOT, groundwater conservation districts, relevant state agencies, and local governments at least 14 days before hearings

Mandates that facilities install noise monitoring equipment at three points on their property perimeter and maintain noise levels at or below 70 decibels at monitoring points and 65 decibels at residential properties within 880 yards

Requires permit applicants to install outdoor lighting meeting Illuminating Engineering Society standards, use computer-controlled blasting technology to minimize seismic impacts, and either use metered water sources or implement commission-approved water recirculation methods

Obligates permit holders to submit a site reclamation plan addressing safety, environmental problems, dust minimization, and erosion control after operations cease, along with a performance bond or financial assurance to cover reclamation costs

Applies to new permit applications submitted on or after January 1, 2026, and to renewal applications submitted on or after January 1, 2027; existing permits remain under prior law until renewal
