Requires the Department of Information Resources to establish an intrastate information sharing and analysis organization for state agencies, local governments, higher education institutions, and private sector entities in Texas to share cybersecurity threats, best practices, and remediation strategies

Authorizes the department to establish an interstate information sharing and analysis organization to allow states to share cybersecurity information with each other

Mandates the department provide administrative support to each information sharing and analysis organization established under this section

Requires participants in these organizations to assert any applicable state or federal legal exceptions when responding to public disclosure requests for shared information

Includes a provision that any conflicting legislation from the 89th Legislature regarding the Texas Cyber Command and transfer of Department of Information Resources duties will prevail over this Act; effective September 1, 2025
