Requires municipalities to implement a progressive disciplinary matrix for police officers, establishing standardized disciplinary actions based on the nature of infractions and officers' prior conduct records

Disciplinary actions under the matrix may include removal, suspension, change of duty/assignment, demotion, deduction of promotional exam points, retraining, written warnings, or written reprimands

Matrix must include specific standards for use-of-force violations (including failure to de-escalate), standards for uncommon infractions, and presumptive actions adjusted based on previous disciplinary history

Prohibits collective bargaining agreements and meet-and-confer agreements from conflicting with or superseding the progressive disciplinary matrix requirements for police officers

Directs the Bill Blackwood Law Enforcement Management Institute of Texas to develop a model matrix and training materials by January 1, 2026, with the law applying to conduct occurring on or after March 1, 2026
