Expands building code requirements in unincorporated county areas from residential-only to include commercial construction, requiring both to comply with the International Residential Code and International Building Code as they existed on January 1, 2025

Defines "new construction" to include buildings on vacant lots and additions/renovations that increase square footage or value by more than 50 percent for both residential and commercial buildings

Authorizes counties to charge fees to defray enforcement costs, adopt newer versions of building codes published after January 1, 2025, and establish standards that exceed the base code requirements

Requires commissioners courts to publish notice of proposed building code changes on the county website at least 30 days before adoption, allow public testimony, and hold a public hearing if requested by five or more persons

Counties may employ International Code Council certified building inspectors, or require builders/general contractors to contract with licensed engineers, registered architects, or certified inspectors for required inspections at foundation, framing, and completion stages
