Eligible recipients include those receiving standard retirement annuities, optional service retirement annuities, disability retirement annuities, death benefit annuities, and alternate payee annuities as of December 2025

Requires the member's retirement effective date to be on or before September 1, 2024, for retirees and beneficiaries under optional retirement plans to qualify for the supplemental payment

Excludes members of the elected class of membership, including elected officials' retirees, disability retirees, and their surviving spouses, from receiving the supplemental payment

Payment is contingent on the legislature appropriating sufficient funds to cover the cost without increasing the retirement system's unfunded actuarial liabilities; the Board of Trustees must verify adequate funding before disbursement
