Repeals Section 21.06 of the Texas Penal Code, which criminalizes homosexual conduct between consenting adults

Amends Health and Safety Code Section 85.007(b) to remove language stating that homosexual conduct is "a criminal offense under Section 21.06, Penal Code" from HIV/STD education materials for minors

Amends Health and Safety Code Section 163.002 to remove the reference to homosexual conduct being a criminal offense from sexual education instructional requirements

Retains existing statutory language describing homosexuality as "not an acceptable lifestyle" in both education code sections, despite removing the criminal offense references

Takes effect immediately upon receiving two-thirds vote in both chambers, or September 1, 2025, if immediate effect vote is not achieved
