Allows the Public Utility Commission to approve alternative compensation methods for distributed renewable generation owners outside of ERCOT, replacing the default net metering structure for single-meter interconnections

Requires electric utilities to conduct and submit a comprehensive cost-benefit analysis using established best practices before the commission can approve any alternative compensation rates or fees

Mandates that any rates or fees specific to distributed renewable generation owners must reflect the actual value provided by the distributed generation or qualifying facility

Maintains existing provisions where generated electricity first offsets the owner's consumption, with excess credited to the owner

Takes effect September 1, 2026; passed the House 148-0 on April 9, 2025, and the Senate 31-0 on May 7, 2025
