Transfers administrative attachment of the Texas Medical Disclosure Panel from the Texas Department of Health to the Health and Human Services Commission, with the executive commissioner now responsible for member selection and panel oversight

Expands panel membership from 9 to 13 members: 7 physicians (up from 6), 3 attorneys (with at least one representing patients and one representing physicians/providers), and 3 public members (up from 0, with at least one having health literacy background)

Requires a majority of physician members to be present for the panel to take any vote, and prohibits the panel from taking actions that change scope of practice authority for physicians or health care providers

Establishes eligibility restrictions for public members, barring registered lobbyists, health care providers or their spouses, and persons working in health care-related fields including health insurance, with preference given to public interest advocates

Takes effect September 1, 2025, with new members to be appointed by January 1, 2026; passed the House 109-29 on April 30, 2025, and the Senate 30-1 on May 20, 2025
