Prohibits the Texas National Guard from being activated into active combat duty unless the U.S. Congress officially declares war or takes other official action under Article I, Section 8 of the U.S. Constitution

Defines "active combat duty" as participation in armed conflict in a foreign state, performance of hazardous service related to foreign armed conflict, or performance of duty through an instrumentality of war

Requires the governor to take all necessary actions to comply with these congressional authorization requirements

Adds new Section 437.0055 to the Government Code, overriding any other conflicting provisions in the code

Takes effect September 1, 2025
