Applies only to primary elections held by a political party whose gubernatorial candidate won the most votes in at least 7 of the last 10 gubernatorial elections (effectively targeting the Republican Party in Texas)

Requires voters in affected primaries to meet one of three criteria: voted in that party's primary within the past two years, obtained an affiliation certificate from the party before the candidate filing period begins, or be under 21 years of age

Creates a closed primary system for the dominant political party while other parties would continue operating under existing open primary rules

Takes effect September 1, 2025
