Prohibits Texas public institutions of higher education from withdrawing or revoking athletic scholarships because a student athlete suffers an injury, illness, or disability (including mental health conditions) that prevents athletic participation

Protection applies regardless of whether the condition is temporary or permanent, and whether or not it resulted from participation in the institution's athletic program

Institutions may still revoke scholarships if the injury, illness, or disability resulted from the student athlete's violation of the institution's student code of conduct

Texas Higher Education Coordinating Board must adopt rules to implement and enforce these protections

Applies to athletic scholarships initially awarded beginning with the 2025-2026 academic year, with an effective date of September 1, 2025 (or immediately upon two-thirds legislative approval)
