Mandates that early voting clerks scan and record each ballot's code before issuing it to voters, and the early voting ballot board must verify returned ballots against these records before counting

Ballots with codes that do not match recorded codes issued by the clerk will be rejected and treated the same as other rejected ballots

Requires early voting clerks to implement a system allowing voters to track their carrier envelope through the U.S. Postal Service, with instructions provided on or with the envelope

Directs the Secretary of State to establish rules for the design and distribution of the scannable code system to prevent unauthorized reproduction or misuse of mail ballots

Takes effect September 1, 2025
