Changes the date of primary runoff elections for state and local offices from the fourth Tuesday in May to the second Tuesday in April following the general primary election

Maintains the current fourth Tuesday in May date specifically for federal office primary runoffs

Creates a split schedule where state/local runoffs occur approximately six weeks earlier than federal office runoffs

Takes effect September 1, 2025
