Creates an exception to Texas abortion prohibitions for pregnancies resulting from sexual assault, aggravated sexual assault, or incest under specified Penal Code sections

Explicitly prohibits requiring the pregnant patient to file a police report, provide forensic evidence, or pursue prosecution of the alleged offense to qualify for the exception

Exempts abortions performed under the new exception from the heartbeat bill requirements (Sections 171.203 and 171.204 regarding fetal heartbeat detection)

Repeals Chapter 6-1/2, Title 71 of the Revised Statutes (Texas's pre-Roe criminal abortion statute)

Changes terminology in existing law from "woman" to "pregnant patient" and takes effect immediately with two-thirds legislative vote or September 1, 2025
