Requires hospitals that acquire outpatient health care facilities to provide written notice of the acquisition to the Texas Attorney General's office and the Health and Human Services Commission

Establishes site-neutral Medicaid reimbursement rates, requiring hospital-owned outpatient facilities to be reimbursed at the same rate as independent, physician-owned practices for outpatient services that don't require specialized facility technology

Directs the Texas Department of Insurance to study the feasibility of expanding site-neutral payment policies to commercial health insurance plans, with a report due to the legislature by September 1, 2026

Requires the study report to include estimated cost savings for Texas health care consumers if commercial insurers adopted site-neutral payment policies for outpatient services

Health and Human Services Commission must adopt rules to implement the Medicaid site-neutral reimbursement requirements by January 1, 2026, with the Act taking effect September 1, 2025
