Establishes a Budget Savings Program administered by the Texas Comptroller allowing property taxpayers to designate their school district maintenance and operations ad valorem taxes as grants for tuition at qualifying private schools or public school transfer programs

Limits tuition grants to the lesser of actual tuition costs or 80% of the state average maintenance and operations expenditure per student in average daily attendance

Restricts student eligibility until the 2038-2039 school year to those entering kindergarten/first grade, previously enrolled in public school, already participating in the program, or siblings of participants

Creates a Budget Savings Account within the foundation school fund to administer grant payments, with the Comptroller authorized to deduct up to 2% for administrative costs until September 1, 2036

Prohibits requiring participating private schools to comply with additional state educational regulations beyond those in effect before January 1, 2025, or those generally applicable to accredited private schools
