Reduces the deadline for municipalities to grant or deny building permit applications from 45 days to 30 days after submission

Eliminates the previous option allowing municipalities to provide written notice explaining why they need more time to process an application (which had granted an additional 30-day extension)

Allows municipalities and applicants to reach a written agreement establishing an alternative deadline for permit decisions

Requires municipalities that fail to meet the 30-day deadline (or agreed-upon deadline) to refund all collected permit fees and prohibits them from collecting any fees for that application

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
