Requires municipalities to grant or deny building permit applications within 45 days, or provide written notice explaining the delay, or (for commercial permits only) reach a written agreement with the applicant on an extended deadline

Prohibits municipalities from denying a permit solely because they are unable to meet the processing timeline requirements

Prohibits municipalities from requiring applicants to waive the statutory processing time requirements

Mandates that municipalities forfeit permit fees and refund any fees already collected if they fail to comply with the processing timeline requirements

Applies only to permit applications submitted on or after September 1, 2025
