Requires election record custodians to make public records available within 10 days of receiving an inspection request, during regular business hours

Expands the definition of "election record" to include items "created" by government under the Election Code, in addition to those distributed or received

Mandates that original voted ballots or ballot images be made available for public inspection within 60 days after election day

Requires custodians to adopt procedures for redacting any personally identifiable voter information from ballots before making them available for public inspection

Maintains the existing requirement that election records be available in electronic format within 15 days after election day for a fee of no more than $50

Repeals Section 1.012(b) of the Election Code and takes effect September 1, 2025
