Authorizes the State Preservation Board to approve construction of a "Texas Life Monument" at the State Capitol Complex, to be located outside the historic Capitol grounds

The Life Monument is an eight-foot bronze sculpture by artist Timothy Schmalz depicting a mother with an unborn child cradled in a world-shaped womb

Monument construction is subject to existing state law and State Preservation Board rules, including requirements for private funding, size and design limitations, and timely completion

Directs the Texas Secretary of State to forward an official copy of the resolution to the executive director of the State Preservation Board
