Commemorates the 50th anniversary of the Harris-Galveston Subsidence District (HGSD), established in 1975 by the 64th Texas Legislature

HGSD was created to address land subsidence caused by groundwater withdrawals in Harris and Galveston Counties, which increases flooding risk and infrastructure damage in the Gulf Coast region

The district's jurisdiction has grown from serving 2.2 million people at its founding to over 5.1 million residents today

HGSD has controlled subsidence through groundwater regulation, research and monitoring, water planning, and conservation programs

Adopted by the House on April 17, 2025 (133-7 vote) and by the Senate on May 6, 2025 without objection
