Directs the Governor of Texas to award the Texas Legislative Medal of Honor to U.S. Army veteran Rickey Dudley Wittner for his valiant military service during the Vietnam War

On July 10, 1970, Specialist Fourth Class Wittner repeatedly entered a flaming helicopter wreckage after it was struck by enemy fire near Dau Tieng, Vietnam, rescuing trapped personnel and saving 12 lives while sustaining severe burns to his hands

Wittner previously received the Soldier's Medal for heroism, the Purple Heart, and the Air Medal for his actions during the incident

Wittner served with the U.S. Army 242nd Assault Support Helicopter Company from 1969, completed active duty in 1975 as Specialist Fifth Class, then served in the Texas Army National Guard until his honorable discharge as sergeant in 1987
