Petty Officer Ingram, born March 22, 1996, enlisted in the U.S. Navy in 2019 and served as a Special Warfare Operator with SEAL Team 3

On January 11, 2024, during a nighttime raid on a cargo ship carrying Iranian missile components off the coast of Somalia, Ingram jumped into rough seas with five- to eight-foot swells to rescue a fallen teammate and was swept away; both men were lost at sea

Ingram was posthumously promoted to Special Warfare Operator First Class and received the Navy and Marine Corps Medal for extraordinary heroism, along with other service medals

Resolution adopted unanimously by the House (130-0) on May 28, 2025, and by the Senate (31-0) on June 1, 2025
