Urges the U.S. Congress to amend the Internal Revenue Code to make spaceports eligible for tax-exempt private activity bonds, similar to existing eligibility for airports, docks, and wharves

Cites Texas's leadership in aerospace, including NASA's Johnson Space Center, more than 2,000 aerospace establishments, and the state's rank as second in the nation for spaceport locations

References the Texas Space Commission established during the 88th Legislative Session and the Texas Aerospace Research and Space Economy Consortium as evidence of state commitment to the space industry

Directs the Texas Secretary of State to forward copies of the resolution to the U.S. President, congressional leadership, and all members of the Texas congressional delegation for entry into the Congressional Record
