Proposes adding Section 37 to Article I of the Texas Constitution to establish a constitutional right to engage in generally accepted practices for exploring, producing, and exporting minerals

Defines "mineral" broadly to include oil, gas, uranium, sulphur, lignite, coal, and any other substance ordinarily considered a mineral in Texas, regardless of extraction depth

Preserves the legislature's authority to authorize regulation by state agencies or political subdivisions when there is clear and convincing evidence that regulation is necessary to protect public health and safety from imminent danger

Maintains legislative authority to regulate mineral activities for natural resource preservation and conservation, and to authorize property acquisition for public use under existing constitutional provisions

Requires the proposed amendment to be submitted to Texas voters at an election on November 4, 2025
