Creates the State School Health and Safety Fund as a special fund in the state treasury, separate from the general revenue fund, to support projects improving physical and mental health of public school students and enhancing school safety

Designates the Texas Permanent School Fund Corporation as administrator of the fund, with authority to distribute money to the Texas Education Agency for direct grants to independent school districts and open-enrollment charter schools

Fund sources include legislative appropriations, transfers authorized by law, dedicated revenue, investment earnings, excess public school funding as determined by the commissioner of education, and inter-fund transfers

Allows appropriations from the Economic Stabilization Fund (rainy day fund) to be deposited into this new fund, treating such transfers as constitutionally dedicated state tax revenues

Requires voter approval at an election on November 4, 2025, with ballot language describing the constitutional amendment's purpose of supporting student health and school safety
