Amends Article VII, Section 1 of the Texas Constitution to require the state to provide at least 50 percent of the cost of maintaining and operating the public school system

Prohibits counting school district ad valorem tax revenue, including recapture payments transferred to the state, when calculating the state's required funding share

Requires the Comptroller of Public Accounts to certify that any appropriation bill for public school operations meets the 50 percent state funding requirement before it can be sent to the Governor

Directs the Comptroller to return non-compliant appropriation bills to the originating chamber, requiring the Legislature to take steps to meet the funding requirement

Submits the proposed constitutional amendment to voters at an election on November 4, 2025
