Amends Section 23, Article I of the Texas Constitution to change the right to keep and bear arms from applying to every "citizen" to every "person"

Removes the existing constitutional provision that grants the Legislature power to regulate the wearing of arms with a view to prevent crime

Retains language allowing the keeping and bearing of arms for lawful defense of oneself or the State

Requires voter approval at an election to be held November 4, 2025

Ballot language would read: "The constitutional amendment guaranteeing the right of every person to keep and bear arms"
