Proposes adding Section 36 to Article I of the Texas Constitution to establish the right of people to own, hold, and use any mutually agreed upon medium of exchange for trading goods and services

Protected mediums of exchange include cash, coin, bullion, digital currency, and privately issued scrip

Prohibits any government from restricting or encumbering ownership or holding of any form or amount of money or currency

Preserves the state's authority to determine which forms of payment it will accept for payments made to the state

Would be submitted to voters at an election on November 7, 2023
