Proposes amending Article III, Section 52 of the Texas Constitution to authorize the legislature to allow municipalities to fund capital improvements at public school campuses

Capital improvements must be necessary to accommodate increased student enrollment resulting from construction of low income housing tax credit developments within the school district's attendance zone

Requires the legislature to pass a general law enabling municipalities to use this funding authority

Constitutional amendment would be submitted to Texas voters at an election on November 4, 2025

Ballot language would allow voters to approve or reject "The constitutional amendment authorizing a municipality to use money to fund certain capital improvements to certain school campuses"
