Proposes amending Article VI, Section 1(a) of the Texas Constitution to explicitly add non-citizens to the list of persons prohibited from voting in the state

Adds a fourth category to existing voting restrictions, which currently bar persons under 18, those determined mentally incompetent by a court, and convicted felons (with legislative exceptions)

The new provision would state that "persons who are not citizens of the United States" shall not be allowed to vote

Requires the proposed constitutional amendment to be submitted to Texas voters at an election on November 4, 2025

Ballot language will read: "The constitutional amendment clarifying that a voter must be a United States citizen"
