Proposes a constitutional amendment to Article VII of the Texas Constitution prohibiting the legislature from enacting laws that impose unfunded or underfunded mandates on school districts

Requires the legislature to appropriate or provide funding from non-school district sources to cover costs when mandates establish, expand, or modify school district duties or activities

Mandates that any proposed legislation requiring school district expenditures must include a detailed fiscal impact statement estimating projected costs for each affected district

Would be submitted to Texas voters for approval at an election on November 4, 2025
