Proposes a constitutional amendment limiting the rate of growth in state and local appropriations to the "average taxpayer's ability to pay for the cost of funding government"

Requires the Legislative Budget Board to calculate and approve the spending limit prior to each regular legislative session, with local governments required to use the same determined rate

Applies the spending cap to all funds appropriations including general revenue, dedicated accounts, general revenue-related funds, other state/local funds, and federal funds

Allows the spending limit to be exceeded only with three-fourths approval from both chambers of the legislature (for state) or three-fourths of local governing body members, with a specified emergency justification

Mandates that any revenue collected above the spending limit be returned to taxpayers through reduced tax rates

Would be submitted to voters on November 4, 2025, and takes effect only if approved by voters
