Prohibits implementation of education savings account programs or similar school choice programs allowing state money for nonpublic K-12 education until the Comptroller certifies Texas has received federal reimbursement for border security costs dating back to September 1, 2015

Requires the Comptroller to establish the Texas Education Savings Fund outside the state treasury upon certification, depositing 50% of federal border reimbursement into the fund

Restricts use of Texas Education Savings Fund money exclusively for education savings account programs or similar programs funding nonpublic primary and secondary education

Mandates the remaining 50% of federal border reimbursement be appropriated only for public education purposes

Proposes submitting this constitutional amendment to voters on November 4, 2025
