Proposes a constitutional amendment to establish the Mental Health and Brain Research Institute of Texas, which would award grants to institutions, research facilities, and public or private entities for research into mental health issues, brain diseases, developmental disorders, neurological conditions, substance use disorders, and addictions

Creates the Mental Health and Brain Institute Research Fund as a special fund outside the general revenue fund, with the comptroller required to transfer $3 billion from general revenue to the fund on January 1, 2026

Requires grant recipients to provide matching funds equal to one-half of the grant amount before receiving funding from the institute

Authorizes fund expenditures for research grants, purchase/construction/renovation of facilities, and institute operations, with funding sources including legislative appropriations, federal grants, gifts, patent and royalty fees, and investment earnings

Sets six-year terms for members of the institute's governing and decision-making bodies, and schedules the constitutional amendment for voter approval on November 4, 2025
