Proposes amending the Texas Constitution to expand permitted uses of dedicated general revenue transferred to the state highway fund beyond just public roadways (non-toll roads)

Adds three new categories of eligible uses for state highway fund revenue: public transportation, public bicycle paths, and public sidewalks

Maintains existing authority to use funds for constructing, maintaining, and acquiring rights-of-way for these transportation purposes

Continues to exclude toll roads from eligible uses of these transferred funds

Schedules the constitutional amendment for voter approval at an election on November 4, 2025
