Creates the Texas Nuclear Development Fund as a special fund in the state treasury, separate from the general revenue fund, through a constitutional amendment

Authorizes the Public Utility Commission of Texas to administer and use fund money without further appropriation, based on recommendations from the Governor's office, to provide grants for advanced nuclear reactor projects and associated infrastructure

Fund sources include legislative appropriations and transfers, dedicated revenue, investment returns, and gifts, grants, and donations

Allows the legislature to transfer fund money back to general revenue through appropriations acts and permits reasonable fund management expenses to be paid from the fund

Constitutional amendment would be submitted to voters on November 4, 2025
