Career in human resources included work for four Texas governor administrations, the Texas General Land Office, and the Texas Department of Health

Founded the National Hispanic Institute and served as a charter member of the Greater Southwest Optimist Club

Survived by his wife of 52 years, Gloria Mayo-Moreno, three daughters, and eight grandchildren; the Texas House adjourned in his memory on May 23, 2025
