Recognizes Rangel as the first Mexican American woman elected to the Texas Legislature in 1976, serving over 25 years until 2003

Honors her legislative achievements including extending absentee voting, establishing domestic violence support centers, and creating employment and education programs for mothers with dependent children

Credits Rangel as the primary sponsor of Texas's Top 10 Percent Rule guaranteeing automatic university admission to top high school graduates, and her role in funding South Texas's first professional school (now the Irma Lerma Rangel College of Pharmacy at Texas A&M)
