As a member of the Ysleta Del Sur Pueblo, Padilla serves as Native American liaison for the U.S. Department of Veterans Affairs and has been president of the Eagle Claw Warrior Society for over 40 years

Padilla has held leadership roles including senior vice commander of the Southwest American Indian Association, former commander of VFW Tigua Post No. 8782, and former Tigua Tribe council member and sheriff

Resolution adopted by the Texas House on May 23, 2025, by non-record vote, directing that an official copy be prepared for Mr. Padilla
