Suspends House Rule 13, Section 9(a) to allow the conference committee on Senate Bill 568 (special education in public schools and Foundation School Program funding) to make changes beyond normal jurisdictional limits

Authorizes amendments to require behavioral support training for paraprofessionals and teachers working with students with disabilities who have significant behavioral support needs

Permits school districts to use local funds (in addition to state and federal funds) to pay education costs for students placed in private facilities for care or treatment

Removes proposed grant program that would have provided dyslexia training to school district and charter school teachers and staff

Sets special education parent-directed services grants at not more than $1,500 per student for supplemental services and materials, with regional education service centers receiving up to 4% for administration costs, subject to available funding
