Suspends House Rule 13, Section 9(a) to allow the conference committee on House Bill 705 (Cosmetology Licensure Compact) to add provisions not included in either chamber's version of the bill

Adds language specifying that if the Cosmetology Licensure Compact Commission determines Texas's enacted language is materially different from the model compact legislation, Texas will not be considered a Member State and all compact provisions become null and void

Authorizes Texas to withdraw from the Cosmetology Licensure Compact at any time through a gubernatorial proclamation or other executive action, subject to notice and temporary recognition requirements under Article 13(B) of the compact
