Resolution honors and commemorates the life of Pastor Dave Welch, founder and executive director of the Houston Area Pastor Council, Texas Pastor Council, and United States Pastor Council

Pastor Welch held leadership positions in religious organizations for four decades, including founding executive director of the Christian Coalition of Washington, national field director of the Christian Coalition, and executive director of Vision America

The Houston Area Pastor Council, launched in 2003 under Pastor Welch's guidance, grew to include more than 300 pastors and served as a national model for interracial, interdenominational pastor teams

Pastor Welch was married to his wife Valerie for 42 years, and they had six children and twenty grandchildren

Resolution was unanimously adopted by a rising vote of the Texas House on June 2, 2025, with the House adjourning in his memory
